The Town of Brewster, Massachusetts (“Town”) has been awarded a MA EEA Planning grant to investigate further opportunities under the Brewster Zoning Bylaw to encourage housing alternatives to detached single family dwellings which currently predominate in the Town, including Mixed-Use and Multi-Family residential use and development, in appropriate contexts and areas of town.  The hope is that such housing units would be more affordable by design and attainable for working people, families and seniors, in order to preserve and enhance the social and economic diversity in the Town.   This would also provide opportunities for people who currently live in Town and/ or grew up in Town to remain or return to Brewster.  Such housing opportunities are also critical to ensuring a local workforce, which is the lifeblood supporting the local economy and small business. This work would be consistent with, and advance strategies specifically cited in the Town’s currently certified Housing Production Plan (HPP), its adopted Local Comprehensive Plan (LCP), and the Select Board’s current Strategic Plan.  

The Town, through its Chief Procurement Officer, is now seeking a qualified consultant to provide technical services to prepare a report on the above purposes.  The report shall contain findings and recommendations based on relevant geographic, demographic, economic and other data, supported by maps.   The report shall contain a background or existing conditions section.  Analysis, findings and recommendations shall reference barriers/ challenges/ limitations and opportunities under the existing zoning bylaw and suggest proposed zoning amendments to advance the purposes set out above. The consultant’s housing recommendations should be balanced against and consider other priority land use goals and concerns of the Town, as articulated in the preceding plans, such as relate to open space and water resources; historic resources; and preserving the Town’s ‘small-town’ feel. The consultant’s work shall involve and reflect a high-level of community engagement and input.

Timetable/Deliverables The consultant will prepare and deliver the final report to the Town per the contact set out herein on or before August 15th , 2024.  Delivery shall be in electronic, duplicable form, and as Microsoft Word file, as well as three (3) bound, high-quality, hard copies.

FEE  Successful quotations will propose to complete the tasks outlined in this scope of services for

$45,000.00 or less, which will be funded through the Town’s above-referenced grant award.

SUBMISSION DEADLINE AND INSTRUCTIONS Quotes/qualifications must be received by the Assistant Town Manager, Donna J. Kalinick either via email, dkalinick@brewster-ma.gov or received at the Brewster Town Hall, 2198 Main Street, Brewster, MA 02631, by March 1, 2024 by 4pm. No submission will be accepted after the time and date noted. The Brewster Town Offices are open to receive quotes/qualifications from 8:30 a.m. – 4:00 p.m. Monday through Thursday and Friday by appointment.
