RFQ Community Preservation Plan Update

The Brewster Community Preservation Committee, through the Brewster Town Manager, is seeking qualifications/quotes from qualified firms and individuals to prepare an update to the Town’s Community Preservation Plan (CPP) under the requirements of MGL 44B. The updated CPP Plan should cover Fiscal Years 2028 - 2032. The ideal candidate is a firm or individual with thorough familiarity with the Community Preservation Act and has experience preparing similar plans and documents. Timetable

It is anticipated that work will begin in March 2026 and be completed within seven months prior to September 30, 2026.

Products

The Consultant shall prepare and deliver the following:

• Report on findings of CPA tax scenarios

• A draft CPP, including Target Allocation Policy funding formula recommendation.

• A final CPP, including Target Allocation Policy funding formula recommendation.

All items shall be delivered in both electronic and hard copy (12 copies) form. The

electronic format shall be compatible with the Town of Brewster computer system,

including availability on the Town’s website. All documents shall be the property of the

Town of Brewster.

FEE 

The fee for this project should be included as part of the qualifications/quote response. The fee will include all expenses, direct and indirect, for this project. All qualifications/quotes shall belong to the Town of Brewster. The successful applicant shall agree to comply with all applicable federal, state and local laws in its performance of its contract with the Town of Brewster.  

Qualifications/quotes must be received by the Assistant Town Manager/ Procurement Officer, Donna J. Kalinick either via email, dkalinick@brewster-ma.gov or received at the Brewster Town Hall, 2198 Main Street, Brewster, MA 02631, by Tuesday January 27, 2026 by 4pm. No submission will be accepted after the time and date noted. The Brewster Town Offices are open to receive qualifications/quotes from 8:30 a.m. – 4:00 p.m.

Applicants must also execute, as required by law, and include in the quote/qualifications, the Certificate of Non-Collusion, the Certificate of Corporate Authority and the Certificate of Tax Compliance, copies of which are attached. Qualifications/Quotes are to be properly identified in the email title or on the outer envelope as Submission for Update to CPC 5 Year Plan with the applicant’s name and address and delivered to:

The contract and its award process resulting from this RFQ is subject to the Uniform Procurement Act pursuant to M.G.L. c. 30B. The contract and award will be made at the Town’s discretion. If it becomes necessary to revise any part of this RFQ or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request. Award of a contract resulting from this RFQ shall be in strict accordance with the requirements of this document.
