Mixed-use & Multi-family Zoning Study

Housing has been recognized as one of the highest planning priorities of the Town of Brewster. Funded by a state planning grant from the Executive Office of Energy and Environmental Affairs (EEA) and led by the Planning Department, the Town selected Barrett Planning Group to study and report on the challenges and opportunities surrounding expanding housing variety in the Town, including mixed-use and multi-family residential development. The study will assist the Town in assessing and preparing potential zoning amendments related to housing choice. Any proposed zoning bylaw changes require Town Meeting approval. This work is consistent with, and advances various strategies cited in, the Town's Housing Production Plan (HPP), the Local Comprehensive Plan (LCP), and the Select Board's Strategic Plan. The study incorporates community outreach and input. The final report was received on October 20, 2025.
