Spring 2026 Annual Town Meeting Warrant Articles
The following citizens petitions were brought forward at the May 4, 2026 Annual Town Meeting and approved by Brewster voters.

Fall 2024 Town Meeting Warrant Articles
Following the approval of the Bay and Pond comprehensive plans by Town Meeting in May 2024, the Sea Camps Advisory Committee was established to implement the comprehensive plans for both properties. The following articles were brought forward at the November 18, 2024, Special Fall Town Meeting to begin implementing the plans:
Article 3: Capital and Special Projects Expenditures (Sea Camps)
Voters approved the following from the Capital Plan regarding funding for the Sea Camps:
- Community Center Needs Assessment ($300k)
- Community Pool Equipment ($32k)
- Sea Camps Planning & Facilities Maintenance ($200k)
As part of the Community Planning process, residents were promised that decisions regarding a potential new Community Center on the Bay would be separate from the debt exclusion funding requests. The Town will gather data and input from the community as part of the needs assessment to inform the overall proposed program and conceptual facility design. Funds for the community pool will be used for one-time purchases of equipment, materials, and services needed to continue to operate the community pool at the Sea Camps.
Article 4: Appropriation - Sea Camps Pond Property Acquisition Debt
Voters approved transfer of $720,543 from Free Cash to pay the costs of short-term debt related to the acquisition of the Sea Camps Pond Property. This leaves a $500k principal balance left to finance, which will be paid by Mass Audubon when the conservation restriction on the majority of the parcel (56 acres) is recorded next year.
Article 6: Debt Exclusion - Sea Camps Comprehensive Plan Implementation
Voters approved $11.4M in excluded debt to cover a portion of the estimated costs to implement the Pond Plan and the first two phases of the Bay Plan.
Debt exclusions require approval by both Town Meeting and at the ballot. At the December 3, 2024 Special Town Election Brewster voters voted against the excluded debt to help finance the implementation of several phase of the Sea Camps comprehensive plans.

Article 7: Zoning Bylaw Amendments - Bay Property Overlay District
Voters approved the Bay Property Overlay District (BPOD) which encompasses the Bay Property and a small portion of the abutting Spruce Hill property with existing buildings on it, both owned by the Town. The BPOD establishes special zoning uses and rules for the property that differ from the underlying residential district, which would only apply so long as the Town maintains ownership or a legal interest in the land.
